METHODOLOGY
How DCAP handles evidence.
1. Separate source types.
Primary records, official government pages, reporting and community claims are not treated as interchangeable.
2. Date the claim.
A planning status or agenda check is true only for the date reviewed. DCAP re-checks fast-moving items before publication.
3. Keep jurisdictions separate.
Brighton, Lochbuie, Weld County, Colorado and the federal government have different authorities.
4. Do not infer motive.
A vote, meeting, economic-development relationship or overlapping role can be documented without asserting why a person acted.
5. Questions remain questions.
DCAP does not turn missing evidence into a factual allegation.
